What is a hunting license for?
The ticket gives you the following options:

The appearance of the new federal document

Who can get a hunting license
Every citizen who has all the rights to own such a ticket is allowed to receive a hunter's certificate, as well as:
- A citizen of the Russian Federation must be an adult.
- He must reside and be registered in Russia.

How can I speed up the process of obtaining a hunting license?
You can significantly speed up the processing of all your documents in order to give the ticket new properties. This is done at the government services center.
All instructions must be followed:
- Print out your application for the issuance or cancellation of a hunting license of a single federal standard on the reverse side of the sheet in A4 format.
- Provide your color photo in 25x35mm format.
- If you send documents for registration by mail, mark on the letter “receipt of OBEFO” (unified federal standard hunting license).
- When you send a package of documents by mail, mark the letter as directed to the government services center “My Documents”. Also indicate where you plan to send it. This way your letter will be delivered to the right place in a timely manner.
A hunting certificate, namely a hunting ticket of a unified federal standard, is valid from the day when all information about it is entered into the state hunting register.
Obtaining a ticket through the government services portal
The unified portal of public services allows registered users to receive services online. Those who enter the site for the first time are required to first register and create their account. Then you need to log into your personal account using your personal password and login.
It is quite difficult to find the necessary service in the presented list, even though this list is classified into categories. The easiest way is to use the search bar at the top of the page. However, the name of the service must be entered without errors. In our case, this is the issuance and cancellation of a hunting license.
All necessary information with detailed instructions is presented in the service card. Its price is also indicated here. In this case, a hunting license is issued free of charge. The terms of service provision are described below. They remain the same as when applying to the MFC, while Moscow, despite the number of clients, does not deviate from the regulated deadlines.
The immediate start of registration of the service is initiated by clicking the “receive service” button. After this, you will have to fill out a short form, but some personal data will already be entered. They automatically fall into the form, because they were indicated during registration.
Be especially careful when uploading photos. Image parameters and file sizes are indicated as tooltips. Scanned documents eliminate the need to personally carry them to the department or to the MFC, but you will have to go there to get a ticket. You choose one of the notification methods and the very next day you will receive a corresponding message.
Every hunter should know
Previously, all hunters passed exams at the hunting minimum. They were tested on safety precautions, as well as how well they knew the Red Book of animals.
The new law no longer requires you to submit anything. In exchange for a knowledge exam on the topic of hunting, the hunter only needs to place his signature under the words “I am familiar with the minimum hunting requirements.”
The Ministry of Nature openly trusts novice hunters; they read and learn the hunting rules before receiving a document. Experienced hunters know all this by heart.
Requirements for a future hunter
To join the ranks of Russian hunters, you need to meet a number of requirements:
- you must be over 18 years of age;
- be a capable citizen and have a passport;
- have no current criminal record for intentional crimes;
- know the hunting minimum requirements;
Ignorance of the hunting minimum often leads to various troubles, including the selection of a hunting license.
In addition to these basic legal requirements, several more conditions apply:
- Permanent registration is required in the passport;
- Your previous hunting license was not taken away for violating the rules.
Now about the hunting minimum, he requires you to know the following:
- hunting rules;
- basic safety precautions during hunting;
- rules for safe handling of weapons;
- basic biology of wild animals (types of animals living on our territory; description of artiodactyls, predators, rodents, insectivores and lagomorphs; types and description of living birds, etc.).

Of course, when you receive a hunting license, you are unlikely to have to pass the hunting minimum, but you need to know it in order to navigate normally and behave adequately during a hunt.
Under what conditions was a hunting license issued before?
For those who decide to hunt for the first time, we provide information on how the procedure for registering and issuing a hunting certificate used to go.
Everyone who showed a desire to hunt also had to have a hunting license. How did you get a hunting ticket before the new order was adopted?
There were two options to become the owner of a hunting license:
- Have a place in the hunting community.
- Obtain a document from the Russian Agricultural Supervision.
The hunter was subject to the necessary conditions (according to Federal Law No. 209 of July 24, 2009):
- A citizen of the Russian Federation must have reached the age of majority, have no criminal record and have not been convicted before.
- A citizen of the Russian Federation is obliged to know all the intricacies of hunting, the leading laws on hunting, safety precautions, techniques for owning and handling small arms.
For all this knowledge, an exam was conducted according to the Hunting Minimum.
To pass the hunting minimum exam, the following documents are required:
- statement;
- passport of a citizen of the Russian Federation along with its copy;
- a certificate from the police department stating that there is no criminal record;
- a certificate from the psychoneurological and narcological dispensaries at the place of residence;
- photograph size 6x4 - two pieces.
If, before the exam, future hunters wanted to know what they would be asked about when passing, they could inquire about this at the local Hunters' Society, where the exam was held. Only after successfully passing the exam were they given a hunting license.
A hunting certificate was issued once for five years, but it required renewal of registration every year. Registration was mandatory and could only be completed until March 31st.
If a hunter does not have an updated registration, his document is considered invalid. After the expiration of the hunting certificate, the worn-out document had to be replaced with a new one.
If the owner changes his address of residence, this information must be provided to the relevant authorities and noted on the hunting certificate.
This was the procedure for formalities for a hunting license before the adoption of a new legal force on the procedure for issuing a ticket. Now this procedure is much simpler and faster. If you carefully read our article, then you noticed this.
How to get a hunting license in 2020

Who has the right to receive a hunting ticket?
Considering the fact that many people dream of becoming a real hunter as early as possible, a completely reasonable question arises: “At what age can you get a hunting license?” In parallel with this, it is necessary to consider other requirements for the applicant, since non-compliance with at least one of the points entails a refusal of the application for the issuance of a document.
- All citizens of the Russian Federation have the right to apply for a ticket. Starting from the age of 18, if a citizen is recognized as legally competent, he can initiate the procedure for entering his data into a unified register with the subsequent execution of the document itself.
- During the registration process, territorial authorities authorized to resolve issues of issuing a ticket make a request about the presence or absence of a criminal record, as well as a request about the absence of recent intentional offenses that would entail administrative liability.
- Previously, the law stipulated passing the hunting minimum and passing exams on theoretical issues related to hunting rules, safe handling of weapons and general questions in biology. Today, this procedure is carried out in accordance with the procedure established by regional authorities. In most cases, it all comes down to familiarization with theoretical issues against the signature of the applicant.
What is a hunting license
A hunting license is a document that officially gives a specific citizen the right to hunt wild animals and birds during periods determined by law and in specially designated places.
Such a ticket is produced according to a single federal model. Each copy carries an individual number and series and has no restrictions on validity. However, it is issued only from a certain age, so it is necessary to clarify in advance at what age you can legally obtain a hunting license.
What does a hunting license look like?
The new model hunting ticket consists of a green cover with endpapers glued to it, and four pages. The title side of the cover is decorated with the coat of arms of the Russian Federation and the inscriptions po and “hunting ticket”. On the double page, the hunting ticket looks like this (Figure 1).

This document gives the right to hunt certain animals and birds, but such hunting is not carried out at any time of the year, but within clearly defined periods and according to rules.
Who is eligible to receive
Citizens have the right to receive a state hunting license:
- Have reached the age of majority;
- No criminal record related to intentional acts;
- Those who have knowledge comply with the requirements of the hunting minimum. The latter involves familiarization with the safety precautions for using weapons and hunting rules, the basics of biology and the characteristics of various classes of mammals and birds.
Who can receive
New-style hunting tickets are available to all Russian citizens:
- from 18 years old;
- have no previous convictions for intentional offences;
- Normally I know the hunting minimum. If previously you had to come to the hunting minimum exam in the relevant club, now a signature in the column “I have read and agree with the conditions for obtaining the hunting minimum” is sufficient.
Note: the previous type of hunting ticket is valid for five years throughout the country, and the new one has an unlimited period of use.
The hunting minimum includes requirements that indicate such items as:
- Hunting safety.
- Principles of its implementation.
- Biological basics of wild animal species.
- Use of weapons without danger.
- Knowledge about most individuals belonging to the class of mammals.
- Basics of knowledge such as the differences between rodents, predators, hares, insects, and so on.
- Knowledge in terms of class of birds and similar species.
How to get a hunting license for the first time
If you are receiving a hunting license for the first time, you need to contact the authorized executive body of the constituent entity of the Russian Federation or the MFC with an application, which, in addition to the standard details, indicates that the applicant is familiar with the hunting minimum requirements (Figure 2).
The application is accompanied by a package of documents, including:
- Passport of a citizen of the Russian Federation (original and copy).
- Two personal (color or black and white) photographs measuring 2.5x3.5 cm. The image of the face must be clear, without a headdress and strictly from the front.
A certificate of no criminal record is requested by the organization accepting the application for a hunting license independently, directly from the Ministry of Internal Affairs.
More detailed information can always be obtained on the official website of the city or region administration. You should know that the Department for the Protection and Use of Wildlife and Biological Resources, as well as the Inspectorate for the Protection of Wildlife Objects, are processing applications for a hunter’s license. You should also know that a new type of hunting license is issued free of charge.

It is also possible to submit an application for a hunting license through the government services portal, to access which you will need to confirm the user’s identity by obtaining an account activation code at the offices of PJSC Rostelecom, branches of the Russian Post, MFC, etc. In this case, to complete the application you will need a citizen’s passport RF and SNILS. After sending your application, a specialist from an authorized organization will call you back within a day to determine the deadline for submitting your documents for the subsequent issuance of a hunting license, which can only be obtained in person. This service is also provided free of charge, as with a personal visit to submit an application (Figure 3).
Required documents
To obtain a hunting license, in addition to the application in the established form, you must submit the following documents:
- Passport of a citizen of the Russian Federation or temporary identity card, as well as a copy of the document (the first two pages and a sheet with data on permanent registration).
- An old-style hunting license issued before 07/01/11, since it is invalid.
- 2 personal photographs from the front without headdress.
- Certificate of no criminal record (if necessary, ordered by an authorized organization).

Application Rules
You can submit an application for a hunting license either in person to the Department of Natural Resources and Environment, or online on the government services portal (Figure 4). The latter option is more convenient for those who have already been registered on the site or live near an authorized organization, because to activate your personal account you will need a special code that can only be obtained there.

If this is your first time going through this procedure, it would be best to contact the appropriate organization in person. Along with the application, you must provide some documents: a passport identifying the citizen, two personal photographs for the ticket form, as well as a record of knowledge of the hunting minimum. In order for your request to be approved, please provide only correct, reliable information in your application.
Why can they refuse?
Sometimes an applicant receives a refusal to issue a hunting license.
Good reasons for this may include the following factors:
- The applicant is a minor;
- Incorrectly drawn up application;
- Unexpunged conviction;
- Lack of registration record at the place of application;
- Incorrect or false data;
- Lack of record of familiarization with the hunting minimum;
- The documents were not provided in full.
The authorized organization must notify the applicant of the reason for refusal to provide the service in writing. Otherwise, if there were no legal grounds for the refusal, the applicant can file a complaint with the management of the MFC or with the prosecutor's office (in case of a gross violation of rights).
Submitting an application through the multifunctional center
This algorithm does not have any fundamental differences, but it has some advantages. Multifunctional centers were created relatively recently. Each municipality has such an institution capable of providing a certain range of services. Obtaining a hunting license through the MFC will be much faster, in the sense that dozens of clients are served at the same time. This eliminates long queues.
In order to apply to the MFC, you only need a passport and a certificate of medical examination. All services that accompany the process are provided by MFC employees free of charge. In addition, they will help you complete the application correctly, while checking the accuracy of the entered data. You should pay special attention to this, otherwise if an error is discovered, your application will be rejected.
After submitting your application, you will soon receive a message indicating the status of your application; it may be rejected or accepted. If the outcome is positive, the hunting license will be issued within 5 days. You can get it at the MFC or directly at the department. The main thing is to notify the MFC employee about this in time.
When is it necessary to replace it?
Old federal documents issued before 2011 must be replaced, since they are invalid and do not give their owner the right to legal hunting, as well as in the event of a change of passport or loss of a ticket (Figure 5). A ticket that has lost its usable appearance due to certain circumstances must also be replaced.

The replacement procedure is simple. To do this, you need to contact the one-stop service at the multifunctional center or the Natural Resources Management Committee, where you submit an application requesting the issuance of a new sample. It is written in any form, where the licensing authority of your city is indicated in the “header”. The application must be accompanied by personal photographs (2.5x3.5 cm) for the document, copies of the ID card (all pages) and the old ID card.
Usually, a special form is used for this, in which you need to make a mark in a certain column, or simply sign it. If all documents have been submitted in full, you will be able to receive a new certificate in 5-14 days. In this case, the procedure for obtaining, replacing or restoring a document is free.
When moving to another place of residence, that is, when changing the address, the hunter must contact the local branch of the OOIR for a new ticket registration. In case of loss (theft) of the ID, you should contact the same organization, where in order to restore the document you will need to again provide a complete package of documents.
When is an extension necessary and how to apply for it
Until the introduction of a new type of ticket, the old document had to be renewed every five years. As of today, its effect is indefinite.
A person can exchange an old document for a new one completely free of charge. To do this, he will need to attach the same package of documents as when he first received it. Additionally, you must attach an old document.
A replacement hunting ticket will also be required in the following situations:
- Loss or theft of a document;
- Bringing it into disrepair;
- Change of passport data.
It is also necessary to replace your hunting ticket if you move. To do this, a person needs to visit the MFC or a branch of the OOIR located at the new place of registration. There you need to write an application for re-registration of the document and provide the same package of documents as when you first received it. Replacement or re-registration of a hunting ticket is absolutely free. A new document will be provided to the person after five working days.
